General holster question

Does anyone know of any drop-style attachments that can be fitted to your belt that you can mount your cell phone case or flashlight holster to? In other words, something that clips to or snaps onto your belt, but allows your belt-carry items to clear your waist-line.

I've grown weary of "gut/side jab" and could have sworn that I've seen some sort of lower-riding solution out there. I just can't recall where.

Any hints or links would be greatly appreciated.
