Your conclusion seems reasonable to me.

PS- I own a 635nm red adjustable focus key chain laser - at dusk it can be detected on a tall building that is 1/2 away. At night, it is easily seen at about 1/2 to 3/4 miles away!

It also ticks off squirells in my backyard that are iritating my dog!

About half a mile away from here lies Victor Steinbrueck Park, which is a local hangout for drunks & junkies at night. If I get right up to the window, I have a clear shot to about half of that park.

I illuminate the pergola, surrounding trees, and the big signs over the viaduct with my green laser every now and again. I'm sure more than one drunk has made a vow to quit drinking after seeing that.
