higher output H4 options

I am currently running 85/80W osram h4s with a relayed harness, what bulb options are available that would increase light on low beam mode?

You're pretty much there. The limitation, for most vehicles, is in the reflector/lens. Philips XtraVision seem to offer the best quality output.

Use a light meter and measure the lux in places where you want the light to be.
I was surprised when I tested Hella reflectors in a Jeep using a bypass harness. I got more lux where I wanted light using Phillips Xtreme Power bulbs than using the Osram 70/65 (higher wattage). The focus of the Phillips was better suited to the reflector.
Plus point is that the Phillips bulbs also last longer.

The same side-by-side test had the opposite results in Cibie Z-Beam reflectors though. So ymmv.
