I have read that the light you have (also known as the SunForce 40MCP) is more of a flood light than a thrower. From what you describe it sounds like its optical/reflector system is poorly designed and the hotspot (brightest central point of the beam) doesn't focus/collimate properly after propagating a certain distance; is this what is happening?
Once its beam passes the distance you state, is it just like a wide ring of light with a relatively or completely dark center? If so, you may need to try shimming the the bulb vertically to refocus it, however I don't know how that could be done or if it would be possible with that light as it has never been reviewed here on CPF before. Luckily, there are some members here who have experience on how to refocus and shim HID bulbs, and might be able to give you better instruction on how to do it and what kind of material to use.
