Here's what I'm looking for:

-$60>
-Runs on 1-4 CR123 primaries
-Beam must be all flood
-Long runtime per battery--Taking into account the number of batteries it uses for a certain runtime. Example: 1 battery for 4 hrs is better than 3 batteries for 8 hrs
-40-90 lumen brightness
-Color rendition is not a huge concern. However it must be better than my Petzl Tikka Plus headlamp:green:
-Must very be water resistant(IT should be able to take more than a few quick dunks)
 
You basically described the H30 perfectly and there is nothing else on the market that comes close to your desired specifications. Fortunately, the Zebralights are some of the best lights on the market.

However, I just received my H60 which takes rechargeable 18650 batteries and it simply blows away the other zebralights. It ranges from 0.5 lumens all the way to 190! And incredible long runtimes.

10 hours at 45 lumens and 4 hours at 110 lumens just to name a few.

7777 is currently selling these as a package with two batteries and a charger, so you get everything you will ever need all at once. It does cost a bit more than $60, but with the CPF8 discount and the fact that you won't have to buy disposable CR123's, it is well worth the extra expense. . . .
 
Well one of the last things I did today for 08 was to order a Zebralight A50-Q5 from 4sevens. With CPF discount and free shipping it was not all that much more than getting it from Zebralight.

AA is what most of my gear uses. The H60 and H30 looked good however wanted AA. With luck should work good when messing around with the wood stove inside my tent and camp. Want flood and the smallest light I could get using AA.
 
Nothing else close to what you want, except the H30.
Very few other headlamps that even run on CR123. Let alone affordable ones with decent flood.

Good choice, you'll love the H30! I have the H50 and really like the beam, and the H30 has an even tighter and more useful beam.
