Is a Coleman "Xenon blue-tipped bulb" a LED light?

It's a incandescent light bulb dipped in some kinda "blue paint"?

It isn't a LED. It's a bulb filled with xenon gas.

Most of the blue headlights you see on cars are HID

The ones that are unambiguously blue are simply painted halogen bulbs.
