Is the GoMobile Duracell Smart?

I can get a few Duracell Gomobile one hour chargers for cheap. But cannot google a straight answer on smart, negative delta, what kind of cuttoff it uses.

Got one. It seemed to cut off shallow used batteries in 10 to 20 minutes. So, it is using something, if only voltage cutoff.

I hear no pulsing, ( unlike the Titanium genius or maha), so probably only good as if all bays of these are filled.

So, my question is, "is it smart?"

The thing comes with 4 china made precharged cells, making this tempting. Still, china made may mean junk cells.

The China made precharged Duracells are relabeled rayovac hybrids..not sure on the charger as I don't have one, and some chargers don't actually make any noises when charging, I know my old rezap RBC883 didn't make any noises when I was using it...
 
I think it is smart but charges in pairs which is not a great thing as unevenly matched cells may have uneven charging or one overcharged/undercharged perhaps.
 
Duracell's website says that it will do 2 or 4 AA cells simultaneously, so unfortunately it does not have independent channels, as Lynx Arc correctly speculated.
I have gotten to the point where I don't even want to call a "pair charger" a smart one. It is kind of a dumb idea to charge batteries like that in the first place as the earliest AAA/AA chargers I have ever seen were dumb timer based chargers but they did charge cells in single channels so charging in pairs is going backwards on the original dumb chargers. :D
