Noob question....
Is there an ISO standard for flashlight durability and water resistance? Kind of like the ISO standards for dive watches?

Lights generally use the IPX-7 or IPX-8 for water resistance ratings. Dive lights are a different matter.

ISO standard is a published document which contains set of rules to be used consistently as good principles, practices or guidelines. Registration to ISO standards provides customers with an independent verification of the quality of the products or services they receive.

The registration mark is a badge of quality, safety and performance.

Flashlights are divided in different classes by the IPX ratings, like mentioned by Marduke.

This gives a good explanation of what the ratings means: http://justelation.com/ipx-ratings-described/ and http://www.nitecorelights.com/pages/ipx-standard

The higher the IPX rating, the better it resists water and dust. Most quality flashlights have IPX-8 ratings which manufacturers usually writes in their advertisements as that the lights could be submerged to a depth of 2 meter under water during a period of 30 minutes without leaking.
