Klarus XT11GT - How to open the top?

I have two of these. One I can easily twist open the cap that covers the led and also open the top of the battery compartment.

The other I can't twist open either. Only the bottom of the battery compartment I can unscrew.

Any ideas?

I'm not sure what "cap" you are referring to. The steel bezel is intended to be removable so as to swap it for one with more aggressive protrusions intended for defensive use. If you mean the head of the light separates above the mode button then I can only assume that it was a unit that escaped quality control. I can remove both the tail switch and the head but that does not give me direct access to the LED. There was a small amount of thread locker on the tube end that screws into the head, but not enough to keep it from loosening with a bit of force. I have not had a reason to open the head of my XT11GT so I've not put in the effort to do so.
