Laser Heating Mercury?

Can a laser in the 5 - 45 MW range heat mercury from a distance? The folks in National Treasure (starring Nicholas Cage) seemed to be able to pull it off. Has anyone seen that movie?

45mW+distance+reflective surface= NO surface heating.
