LED lightbulb to flashlight

I was thinking about converting a "1MR16 bulb with 3 x 1 watt CREE LED" for a 12 volt halogen fixture into a flashlight. The Item in question is below. Is there any reason this couldn't be done, and get a good output working with less than 12 volts DC??

You need to check that it will run on DC and what is the minimum voltage that it will usefully light at. Also, give it an easy way to dump heat.
