i just got a new wf-138 & 2 aw cr123a batteries and when i put them in the charger the lights are red but flash green every second or so for a brief flash....90% red 10 % green in time...with batteries out the light is green like it should be...is this normal behavior?..the switch is set to 3.6 volts

mine does the exact same thing. but when fully charged its green like it should be. i guess its just the way it is. nothing wrong with the charger or batteries im pretty sure. nothing to worry about.

Yes, that is normal bahavior.
The charger does a sort of pulse-charging,. When the LED is red it is charging, in the short breaks when it is flashing green it is measuring the off load voltage. Charging is terminated when the off load voltage reaches 4.2V.
