Meets all your requirements,available in the UK where I bought mine,rugged well built and I will buy others from this maker,have my eyes on that little AAA model with all the free bits.
Press switch to switch on,soft click to drop to low,soft click to opt for strobe,to avoid changing modes just repeat hard click will go straight to off,simple as that.
