Madmax on the fritz?

I have this Madmax+ WO with an R2H on it. A while back it started to flicker when I would try to turn it on, it got worse, now it won't turn on at all. Upon visual inspection, I noticed this part (inductor?) which looks a little like it has melted. Is it supposed to look like this?

The white stuff touching the coil is epoxy supplied free of charge by the inductor's manufacturer. /ubbthreads/images/graemlins/icon15.gif I have a number of new MM boards with different inductors, all of which have the epoxy. As to the flickering, double check/clean all the metal joints needed for the +/- electrical path.
