I discharged 4 new AA Enellops,

discharge capacity new AA Eneloops (current 200ma):
slot 1 - 1824
slot 2 - 1827
slot 3 - 1811
slot 4 - 1805

Then I charged 4 new AA Eneloops with power computer fan (to exclude temperature effect 38,7 CFM - 2200 RPM),

charge capacity new AA Eneloops (current 700ma), the same order as above:
slot 1 - 1705 (1824 before)
slot 2 - 1765 (1827 before)
slot 3 - 1776 (1811 before)
slot 4 - 1800 (1805 before)

slot 1 capacity must be highest (as 1824), slot 4 must be lowest (as 1805),
but on the contrary.

Is it normal for maha c9000?
Or Is it defect of the charger?

It is not helping matters to put that fan on top. Why don't you try a normal charge without the fan at the default 1000 mA rate?
 
the same situation without fan at 1000ma rate.
I thought it would be better with a fan.
 
OK. The numbers seem a little on the low side, but within a reasonable range.

When you charge cells the main part of the charge stops a little before the cells are at maximum charge. The rest of the charge then continues for two hours at a low top-up rate after Done appears on the display.

Try running the cells through a Refresh/Analyze at 1000 mA charge, 500 mA discharge and see what capacities you obtain.

(There is no need for the fan.)
 
new AAA Eneloops without fan (current 500ma):
slot 1 - 715
slot 2 - 753

Previously, eneloops were discharged. And they both showed 519 mah capacity.

Slot 1 always shows lowest capacity in charge mode. is this defect of charger?

No doubt that the chargers are a little bit quirky for sure. What do you expect for under $60.00? Its a reference tool , not a $6000.00 lab test bench set.

Maybe you should try using the fan on the air vents of the charger instead of the batteries. Results could vary.
 
It looks like your first discharge of brand new cells was at a lower rate (200ma) compared to your subsequent discharges (700ma). That could account for the differences in capacity you are seeing.
