Unscrew the head from the battery tube, loosen the bezel a turn, flip over, take your fingernails and unscrew the can ( the part that the positive end of the battery touches) half a turn, reassemble, test, repeat unscrewing the can till it lights up and tighten the bezel back down.
If your fingernails can't get enough bite to unscrew it, you need to take the bezel off, the lens, the o-ring, the reflector, then insert long needle nose pliers into the two holes of the can and tighten it to screw it out the bottom to get it to contact the battery tube.
 
I don't recognize that tail cap but most significant is what do you have inside this light? What kind of switch and what kind of light engine?
