no, it is functional and runs on two small coin cells.
its half as bright as a m@g-lite aaa.

i bought when i was on vacation in turkey, but the light is made in china. got 2 of them for 2 €.

this mini-spotlight uses a (replaceble) bipin-bulb powered by two LR1130 button cells and the reflector is faceted for a smoth beam.
