Need help with amount of lumens needed

I'm doing a project for my local community.
By using LED strips with about 68lumens, i am planning to light a bus stop signage, about 990mm x990mm by placing the strips around the parameter of the board. i'm puzzled at the amount of LEDs i require to max a suitable condition for reading as this will not be overhead lighting but rather the light souce is behind said paper.

Appreciate anyone who can provide some advice on this matter.

Too many unknowns I reckon. You will just have to get a few LEDs and try it out in one small area, then work to full size.

Just get some T8 ballasts and tubes. Cheaper, easier.
