I cleaned up a badly recorded podcast phone interview for my own use, the key was using equalisation to boost the needed frequencies and cut off unwanted frequencies. I kept adjsuting a small sample until I got something listenable.
If there are quieter and louder parts, normalising using RMS (root mean square) can help.
I used Sony Sound Forge 8.
