New batteries -- how much charge from factory?

Just curious, when a factory assembles rechargeable batteries, such as eneloops or 18650s, how much charge does the actual battery have when it is manufactured and the materials are put together? Is there already a natural charge? Or is charge added later?
 
Can't remember on eneloops, possibly fully charged before being packaged?
18650 and the like, around 3.8V.

Good question about the state of charge at assembly. Possibly it's the same as the state of charge when they're packaged?

I've never looked into it.

If I recall, Eneloops are charged at factory at a massive charging rate, only putting anywhere from 50-70% as they want to keep production high but offer the ability to be "precharged".
 
18650s can vary from "Ready-to-go" pre-charged to nearly dead.
I have far too many 18650s from far too many different brands.
Eneloops do tend to be very consistent though.
Excellent pre-charge right out of the blister pack.
 
The eneloops are charged at a very high rate with precicely controlled duration and current.
About 75%
Then they go for aging.
Any duds show up after aging.
Then they get wrapped and packaged
