It appears to be a coil to hold a channel in tha glass open as the gas fill is added. WA bulbs are bottom fill as opposed to other bulbs which are top fill. Those are the ones with a piggy tail or nipple at the top of the bulb. Bottom fill bulbs generally exhibit fewer beam artifacts.

That sounds logical. Thanks for the info. Any idea what is different about this style of bulb that requires the coil where other lamps don't? On another note, until I got my Surefires I hadn't seen a "top-filled" lamp since about forever. I wonder why Surefire uses these if they may make the beam worse?

Well,
A few of their bulbs are frosted at the tip where the tail curves. This mitigates the ringing and artifacts somewhat. And where they are not frosted, they use orange peel texturized reflectors. This again will also tend to soften the artifacts.
