Old Cree emitter won’t come full on

I have an older maglite that was built by "Jrob"some years ago. It has a Cree emitter and a voltage monitor light but now with fresh 2650's it sequences through all of the colors and the beam changes intensity with each level. Now as you can see the led won't go to full power.
I would like to replace the driver and led if needed but I dont know what parts to get to return it to service
Any help would be appreciated, tia
