Can anyone tell me how to clean Arctic Alumina Ceramique off of a Seoul P4?

Is that stuff the same as Arctic Alumina Adhesive (Epoxy) ? If so I used a dremel to and a sanding bit to gentle sand off the hardened adhesive off the heatsink then used sandpaper as well as a very low RPM (1000 RPM) and the dremel sanding bit and lightly buzzed off dried adhesive.
I free handed my cleaning on the LED star without issues but if you're not too comfortable doing that (thus why I used setting 1 on my rotory tool which is 1000RPM) then use a hand clamp or vise grip or bench clamp.
