P-Rocket won’t turn on

I purchases a P-Rocket several years ago from Shining Beam. It's been in a drawer for over a year w/o a 18650 in it. Put a fully charged battery in it and it won't turn on. Replace the tail switch and still nothing. Contacted Shining Beam several times w/o response. Great light and would like to get it working again. Any assistance provided is greatly appreciated.

ShiningBeam's not as active as he used to be. Website's still up but no products so don't know if he's truly up and running.
