Yes there are some great lights for much less money. None of them have the all the features or performance that the PH40 does, but there are several choices for under $500 and a few under $200.

Read down the HID forums a bit and you see lots of talk about the N30 and Power On Board HID lights. They are well under $200 and give great performance for the buck. You can also see some direct beam comparisons in this thread:

The ONLY thing that comes to mind is the N30, but it does NOT match the PH's 4000+ lumens and waterproof shell (that's impressive). But the N30 does have very versatile LEDs on the top and weigh about the same, which is very light. And the N30 costs about 10% of what a PH will cost.

Compare ? I think the only three other lights in the Polarion class are the Barnburner, the XERAY 50, and the SF Hellfighter. The XeRays being the more affordable and the BB almost unavailable.

N30 and other HID´s , I don´t consider them in the same class of lights.

Output, runtime, size (weight), and lastly price, in the order of importance. You can feel free to switch the priority, but these are the criterias of comparison. The BB and the XE weighs significantly more than the PH40 (less than 4 pounds), as does the Hellfighter.

The N30 has size (and weight), runtime, and price covered. It's output is some 700 lumens less than that of the Polarion. Three out of four. Not to mention those very useful LEDs that'll run for hours after the HID has sucked up the juice, only the Beast, or is it Hellfighter, has this feature as well.
