I've got 8 Samsung ICR18650-22E batteries from an hp dv8000 laptop, and just tested their voltages at 4.05v, yay. Hopefully they all hold that ~charge for a few days so that I know they are still good. Are these unprotected (safe from overvoltage/overdischarge)? Are all laptop batteries that have been separated unprotected?

The individual cells used in various electronic devices are all unprotected. Most electronic devices utilize a single protection, and sometimes a balancing, circuit that covers all the cells. This means that the battery pack (made up of unprotected cells) is protected.
The same goes for chargers. What we think of as chargers for electronic devices may only be power supplies. The actual charging circuit, many times, is built into the device.
When you remove the individual cells from the device, you have to engineer and/or provide your own protection and charging circuits.
