Radio Battery?

At work we use Yaesu Musen (Vertex) radios the batteries that came with them are FNB-V47's and say they are 7.2v 1100mAh Ni-CD. I took one to a local battery store to get them rebuilt. They offered to rebuild them as NiMH at 2400 mAh. So I said great do it. When I got the rebuilt unit my radios would not turn on. So I measured the voltage and it reads 8 volts. My question is this, should it read 8 or 7.2 with no load I would assume the voltage stamped on the original batteries was with no load is this right or wrong? They are saying under load it should be 7.2 I am saying the radios probably need to run lower than 7.2 with load anyone know?
 
8 volts is ok,Ill bet if you measured the voltage
while putting a lamp or low ohm resistor across
the battery it will drop to near 0.
Sounds like the battery needs a real long slow
charge.
 
The battery store has the unit and is telling me they charged it fully. Guess I need to get it back from them and test it my self.
