the reason aa cells are cheaper than aaa is simple
quantity.
i would guess ten times more devices use aa than aaa.

There is also the factor of percieved value. Something bigger or smaller than "normal" is accepted by the consumer as costing more. That's why a lot of advertising focuses on the (usually false) "effort" required to scale up or down from the central product line. They will concentrate more on superlatives regarding the size, instead of features. This is more of a factor in how much the consumer is willing to pay than how much it costs to manufacture.

Just like, for example, people percieve more quality in a product priced more than another comperable one. Take a $50 import DVD player, change the black chassis to silver-colored plastic, add a fancy, matching remote, and sell it for $300.
 
I am pretty sure that at Wal-mart, the AAA and AA cost the same, for the same pack size.
