Recharegable Betteries

I bought a new LED light .....and a couple rechargeable RCR123 Ultrafire batteries and a charger. My battery lasted maybe 20 minutes...nowhere near close to the Panasonic batteries I been buying. Is this normal? I am not impressed!!!

What flashlight is it? If it's 400 or more lumens, I could see that. AW cells and panasonic cells are a fairbit better that ultrafire
