Rechargable Lithium Characteristics

Do rechargable lithiums have the same excellent output in cold-temperatures as their non-rechargable counterparts? I mention this because I've noticed several times with my cell phone, which is lithium ion rechargable, the battery meter likes to go down when it's cold and I leave the phone outside of my pocket.

It's not that Li's excell in cold temps, it's that they afford the least voltage drop of any battery chemistry.
