That is a modern version of a pilot's survival strobe. Used to be issued to pilots and worn via a big safety pin type clip to the flight vest. Military version was usually grey in color. I think they go all the way back to World War II.

The one on the website looks like a xenon strobe; the one in the above photograph is (or looks like) an incandescent strobe.
