Nightgaunt, assuming you live in the Colorado area, you can find a list of useful frequencies for your area here. It would appear that city police would use a digitally trunked system. Statewide should be analog, say in the 155 MHz range. As for a low cost scanner, go with a PRO-82 scanner from RadioShack. They go for $99.99, and its a handheld scanner. From what I read a desktop model will cost more (oddly enough).
