i am looking for a scuba diving laser, but i do not know wath color and how much power i need.
any advise is welcome

I've never heard of using lasers for scuba, but anyway, my suggestion would be to go for a green laser. Of the inexpensively available colors, green will transmit the most effectively through water. It's also the brightest/mW as it's peak for human vision sensitivity.

Beyond that, I don't know how much power you will need - what are you trying to do with it, specifically?

It's something I've considered incorporating into the light head of my umbilical dive light, to be used for signalling purposes (DIR/GUE divers). One of those things that's on the list to play with. I would use a green laser too

Hmmmm, I bet they show the beam pretty well in water. I think I'll check that out also.
