A high powered UV light with a wave of 365mw will blind any camera with out causing any damage. Since it would run at 365mw you wouldn’t even see the light, making sure no one is around the camera, as it can damage someone’s retina.

actually don't you mean IR?

All my cameras see IR that humans can't. Just point your TV remote at any digital camera you have and push any button on it. The camera will see the IR light.

This is not a fixed rule, some cameras has good filters (IR and UV), some dont.
