Yes, it is partially down. Both the regular and the secured server appear to be up, but, as John has noted the checkout process is not working for some reason.
I'm looking into it right now. If I can't resolve it, I will have to send an email to the admin.
If the admin requires action, they won't be in till later today (Singapore).
