Solar Lith-Ion Charger

OK I have a battery that I want to be rechargeable via solar panel. I found some cool solar panels that are reasonably priced at this site. The battery I would like to charge is 3.7V 1000mAh. What is the best way to go about making this rechargeable unit (it has to be as small as possible) without harming myself, someone else or most importantly laughing the battery.

The easiest solution may be to buy a charger such as the UltraFire WF-139 and feed 12 volts from your solar cells via a LM712 or similar regulator.

well the application is not in a flash light but this is the closest topic i could think of. I am actually planning on modding my cell phone (my contract is almost up so i dont care if i ruin it) so that on the back it will have a solar panel and be able to recharge the battery eliminating the need (not completely) for a charger.
