Sputnik satellite on eBay for $100M?

Is this for real? If you had $100M you could build your own satellite and put it in orbit, and it would be fully functional. Who are these people who have $100M laying around for some old Sputnik satellite?

20 minutes ago it was at $99,999,999.00 and 92 bids.
Now it's at $66,000,100.00 and 23 bids. Maybe they had a bunch of phony bids, and it took a certain amount of time to identify and nullify the invalid bids. But still, $66M? Those are the real, verified bids? $66M? How do you aquire $66M of excess cash if you are that dumb that you can think of no better way to spend it than on this junk?
