Where can I get a driver to operate a SST-50 with one 18650 (not IMR)? I would like one to drive the LED as much as possible but would prefer regulation. I really don't care about modes, either one or two would be fine.

What current levels do you want to drive it at?

I presume that you're looking for greater than 1A, since under that you've got all the usuals from TaskLED, the Shoppe &c. Note that the driver kengps linked to only goes up to 2.8A, although I think you can parallel two of them to get over 5A. Won't be in regulation for very long though. Der Wichtel also sells 2.8A buck drivers.

Regarding proper 5A drivers, there's nothing on the market so far. George from TaskLED is prototyping a 5A driver, and some others (including sector_cleared) are also designing 9/10A drivers, but those aren't for sale yet. Those are all buck drivers though, so with your battery choice you may or may not be in regulation for very long, depending on the drive current you want.
 
What kind of output can I expect from a SST-50 with a 2.8A driver and one 18650? Would a 2.8A buck driver be better than this driver linked?

You'll get approx. 750 lumens from the emitter at 2.8 amps. An AW 2600 mah 18650 is safe to 5.0 amps.
I know OTF lumens will vary with glass, reflector design etc., but is there a general accepted percentage if variance between OTF anf Emitter lumens? kind of like there is with car between BHP and WHP?
