If I wanted to cut down a MM, can I buy a tap locally that will re-thread the bottom ? If so, what size do I need?

5/8-28 is what you need. You can find it .... here.
But haveblue's are really nice, you won't go wrong getting one of his. His group buy can be found .... here.
