I'm about to have some free time on my hands and wanted to start doing some simple LED projects to start the learning curve. My end goal is to make a ring light, like Packhorses, and some UW photo lights. What would you all recommend I pick up to start putting together? Are there kits I can purchase or what individual components should I look for.

My ring of light is up for sale. Just the ring mind you, you would still need a battery pack.

As for building your own there are no kits that I know of.
You will need the use of a lathe and a supply of the various materials.

The other option you could consider is using maglites and modifying them with LED clusters then mounting them on arms. This could provide some pros and cons over a light ring. It would be better suited for non macro shots and be much better for video.
You could build such a set up with out a lathe.
 
I was looking more for the light portion. Have access to all the metal turning hardware and an engineer. I want to start learning the circuitry, lights and etc...
 
There is also a good bit to be gleaned from those folks that build/modify bike lights. Bike lights are very similar to dive lights in many regards. They don't need to resist pressure and water, but otherwise similar.
