Strange Li-Ion behavior..

I have an AW C protected Li-Ion cell which is acting weird.

It measures 3.98V on my Fluke, but will not take any more charge (tried a few chargers), and will not drive a light.

In series with a fully charged cell, it shows 8.15V on the DMM, but will not drive a light.

I tried paralleling it with a good cell, but nothing changed.

Is it a goner?
 
yes it does sound like it is finished.
arent most AW C sized protected Li-ions of an age that they are at least beginning to fail?
i have seen here a bunch of people trying to find replacements or alternatives starting back about 12 months ago, and gaining in need.

from your symptoms the test method to use would be to put a resister in parelel with the voltmeter, which would show you what happens when there is a load applied.
then the only next thing that could be tested, is getting "under" the protection, and testing the cell itself, if the protection is somehow failed.
