Has anyone done any low-temperature experiments with Luxeon Stars?

The spec sheet suggests that the flux almost doubles between +25C and -20C.

I'm curious as to whether it's an efficiency improvement, or whether the low temperature simply allows more current through the junction without damaging it. Or both.

It is an efficiency increase. The data is given for constant current. If you do not keep current constant (that means you keep voltage more or less constant) it will decrease.

It's easy to do: take some glycol and put it into your freezer. Then put the LED into it. Putting a LED into liquid Nitrogen has an dramatic effect (I did not do that with a Luxeon).
