Just got a blue A2. I'm a disappointed in the quality of the LED's. The beam is very dirty, with the rings of the lamp housing very visible. Is this normal, or do I have a bad lamp?

All of the colored LED's have considerably more artifacts than the white LED's. If you are willing to sacrifice on the range of the LED's, you can slightly scuff the surfaces of the LED's to diffuse the light and even out the density of illumination levels on the target. You can also install a beam shaper which will give you more illumination options.

Are you referring to the light put out by each individual LED or by the total output of all three LED's? If you hold the light a few inches from a wall you should see three overlapping circles of light. All multi-LED systems behave this way.

5mm round white LEDs, whether in an A2 or in something else, will intrinsically<sp?> put out a significantly better quality beam than colored, non-phosphor LEDs will. I do not believe this is a defect in the A2 in and of itself.

Like Don said, scuffing the tops of each LED or installing a SureFire beam shaper onto the business-end of your A2 will eliminate or drastically reduce rings and other artifacts produced by the LEDs.
