The first think I can tell you is: Tenergy always over-rate their batteries.
I don't have experience with Tenergy Li-Ions but with NiMh. I have almost 80 Tenergy AA and AAA NiMh batteries. Some time ago I bought from them 20 AAA NiMh that didn't that were supposed to be 1000Mah. At first those didn't charge to more than 300ma. Those needed at least 10 charge-discharge cycles to reach between 700 and 900ma. This is another problem with Tenergy NiMh (I don't know if it is the same with Li-Ion) but no battery get the same charge than the other so you always have uneven charges. With NiMh batteries it is not dangerous but with Li-Ion it is if you are going to use them in series.
