Tenergy 2600 unprotected 18650

After reading the lithium ion shootout thread http://www.candlepowerforums.com/vb/showthread.php?t=117117 I decided to order the Tenergy 2200mah 18650 cells from all battery http://www.all-battery.com/tenergy4li-ion1865037v2200mahrechargeablebatteries.aspx. Instead of the 2200mah cells they sent me the Tenergy 2600mah unprotected cells for the same price http://www.all-battery.com/tenergyli-ion1865037v2600mahrechargeablebattery.aspx. I have read in other threads that the 2600 are highly over rated. So to say the least I wasn't amused.I decided to test them out in a runtime test with 2 of my lights. The first light is a Solarforce L2 with a Dereelight 3SM module with a Q4 5B emitter. The light was previously tested with a AW 17670 which is rated at 1600 mah that ran for 1:46 hrs till 3.32 v. With the Tenergy 2600 mah it ran for 2:30 till 3.68v but started to flicker at 2:00hrs. On med the previous test of the AW 17670 ran for 6 hrs till 3.26v. The Tenergy 2600mah cell ran for 9 hrs till 3.6v.The other light is a Surefire 6p with a Malkoff M30WF. The runtime test with a AW17670 was 1:16hrs till 3.56v.
With the Tenergy 2600mah cell it went till 2:00hrs till 3.44v. By the looks of these test it looks like the Tenergys have about 50% more capacity the the 17670 AW"s. Not a bad boost in capacity considering that the cells cost me exactly $6.95 a cell delivered to my door. All of the 6 cells gave the same or close to the same performance as the others. I was just trying to figure out why these seem to be close to rated spec but the Tenergy protected are nowhere close to their rated spec of 2600mah. I was wondering if the protection circuit could be the culprit. All in all I am satisfied with the performance of these cells. If they last me a couple of years I will be happy.
