Tritium vials, titanium case and band, and stainless steel back and clasp. Apparently manufactured for Israeli watch company ADI by Meprolight. They are being discontinued. I found mine through a seller on eBay, but LA Police Gear has just a couple more left, if anybody is interested.
 
I have only had the watch for a short time, but here are some initial observations. First of all, the tritium vials glow very nicely. The watch case and bracelet are titanium, and pretty nice. The watch case has a stainless steel back, and is actually rather thick, and so the watch case is actually a bit heavier than I would've expected for titanium.

The crown is not screw down and is in the 4 o'clock position, which is nice for the wrist. The bezel turns easily with actually more hysteresis than I would've liked. And, annoyingly, the arrow on the bezel does not line up with the minute lines, falling almost exactly halfway between each line, i.e. it's off about as much as is physically possible.

The face is a sort of flat matching titanium color. The writing on the face is not 100% crisp, and there are very small gaps around the tritium vials where some of the adhesive shows through.

Overall, I'd say so far the watch delivers the features that it promises -- titanium, tritium vials, rotating bezel. It delivers all this for a price that I think is lower than the equivalent Luminox. It does not, however, at first glance, give a sense of finely crafted machinery. I can't say yet how it performs over the long haul.
