TLE-6EX Rubber Coating?

Just received my TLE-6EX. It appears the lens top has a rubber like coating. Is this normal? I assume it maybe be for heat sinking. Thanks.

Rubber like coating on the LED? It's normal for these SSC P4's.

Yes the lense has been described as gel like - it's very normal.
