Is there any harm to an LED or the voltage reg (as in the Arc AAA) by using weak batteries such as in the range of .5 - 1.0 volts? I ask this because of the negative effects of underpowering incandesents.

That voltage or even lower is absolutely fine. I am concerned that the battery might leak though.

Except for battery leakage the light gets more efficient as the LED is driven less, which is opposite for incandescents. I regularly use “used” AAA’s in mine. I change them once a month even if they aren’t dead just to be sure they don’t leak.
