What's the voltage rating for the Nichia GS LEDS? I'm running a couple on 3V and they seem to want more for maximum brightness.

Vf is ~3.5-3.7v IIRC
If this is still as a replacement for your Photon's, 2xCR2016 will yield full brightness. 1xCR2032 is less brightness, but increased runtime.

The GS datasheet says the forward voltage is 3.2V typical, 3.5V maximum.

I tried it with the 2XCR2016 and it's brighter but not that much. These GS LEDs have some definite ringy beams.
