One, Welcome to CPF.
Two, thank you for posting that cut-away view.
Those holes are why I only own only one Weltool model.
(Along with a shorter body and tailcap for the head.)
Head is one of the rare models without the holes.
Didn't know there was plastic protecting the electronics in the head.
I was worried over time that dust could get inside, maybe even rain.
Possibly damage the innards or short-out the head.
Now I know better. I'll be ordering more Weltool models, soon.

The through-hole has no access to the electronics. In LH9/T19, the electronics is fully-potted, and covered with a aluminum shell, the through-hole layer is only a layer between the battery compartment and the LED compartment, which both are wrapped by aluminum shell
